Allow for modules to be listed but not clickable

Description

It would be very handy to be able to create modules and show them in the syllabus and course, but "inactive" so that people know they exist but can't yet open them. This allows us to upload and prepare modules ahead of time without students opening it. Also makes it easier to have "work in progress" in the system while we get all details sorted out. Lastly it's nice for students to just see what the entire course looks like, at least module by module.

Okay this was now done. We simply use the existing "is_public" flag to indicate if a module is publicly available. If not, then it gets greyed out. However, we can still add all the description and content in the back office and prepare the whole module, and then it's just a matter of activating them when the time is ripe...
